Hi Brittany - When was the last time the filter was clean? Restricted air flow from dirty air filter can caused air conditioner to turn on and off rapidly. Make sure there is nothing blocking the airflow to the unit like blinds, drapes, furniture, etc which could restrict air distribution. Outside condenser coil could possibly be blocked or dirty. Confirm that the condenser coil is clean and not restricted by any trees, bushes, etc. Verify that the plug is not damaged and try resetting the unit. If any proves to be ineffective, contact a professional to move forward accurately.

Troubleshooting

If by "not shut off" you mean the blower keeps running, that is normal operation. The blower only shuts off when the system is turned off.
When in cool or heat mode the room temperature is sensed in the units return air which requires air movement by the blower.

Never heard of that brand. These appliances are designed to shut down and protect themselves when there are certain problems. High head (discharge) pressure (dirty or obstructed condenser coils) or low refrigerant (Freon) charge (leak anywhere in the sealed system) will cause the unit to shut down. Look to make sure that the unit's discharge is clear (not obstructed), and that the warm (condenser) coil is clean.

Keeps filling with water and shutting off.

Air conditioners remove moisture from the air like a dehumidifier does. With portable units it is captured in a removable container and when full will turn the unit off so it won't overflow onto the floor. There should be option for a hose to attach to the bucket which could be run to a drain so you won't have to keep emptying the bucket. Just remember the a/c unit needs to be higher than the drain.

This goldstar air conditioner model is WG2405RY7 It has an energy saver, but the unit just keeps running and won't shut off, everything else works.

Doe's the temp reach the set point? If not then it will run until it doe's. If you set the stat warmer and the fan keeps running after compressor shuts off check to make sure it is in power saver mode. Most AC units keep more even temp when fan is left on.
