Digitizer glass is broken, LCD underneath is OK. Replacing the digitizer is tricky even if you get the right one. Often just as cheap to buy the complete replacement digitizer+LCD for around $20 shipped on eBay.
As I understand it, the iPhone 2g uses a complete glass/digitiser/lcd assembly. This is in contrast to the 3g, for which you can buy and install the parts seperately. So I would assume not.
