I bought what was supposed to be a brand new, unused phone through eBay, but I'm wondering if it was dropped because I can only hear the person I'm calling when I put them on speakerphone. No speakerphone, no sound -- dialing or anything else.

It is clear that your speakerphone (which we call ringer) is not functioning, there it's not a big problem, you can fix it if you know how to open these kinds of gadgets, but i don't recommend, just go to a mobile repairing shop and tell them the problem, they fix it by replacing the ringer for you. They will charge you for the new ringer and for servicing, but be careful since there're many technicians who just want to charge very high amount without much condition but telling this and that.. so I recommend you to visit the shop you know before or your friend knows.. Good luck.
The 6510H "H" phone is not a speakerphone. You can make internal intercom calls using a simulated speakerphone (H = Handsfree answer back) but you cannot talk to anyone on an outside call without using the handset.
You would need a 6510S
