Roller brush is not turning on a dyson DC14

this is what is is broken it is the clutch Dyson clutch belt assembly for DC07 amp DC14 900252 04 473

most likley needs to be changed it is also a good idea to change the roller brush at this point also

If you have a DC14 and the brush bar isn't rotating, it's worth checking to make sure the brush control on the cleaner head is set to 'Carpets', and not 'Hard floors'.

Tip: The brush bar will never rotate when the machine is standing upright, so make sure you recline it down into the normal vacuuming position before testing it.

The sound is the clutch mechanism. That is a safety feature. It sounds like you have trapped the belt when you reinstalled it. If not, the brush roller bearings may be seized?
Take it apart again, spin the brush roller in your hand. Make sure it is free. When you reassemble it, before you refit the sole plate, turn the brush a few times with your fingers to make sure the belt finds its home on the roller. Only then refit the sole plate. Turn it again when fitted before you run it to make sure the brush is turning freely.

That means that the belt is stretched or worn. This causes the roller brush to not be able to turn the way its supposed to against the resistance of the carpet and therefore won't pick up well. You need to replace the belt. Here are the belts you need:

Could be that too much hair, string, or long fibers have been collecting around the roller. Remove it and clean it off. Also check the duct behind roller that goes up into the connection hose. Ther most likely is some sort of blockage.

Have you also checked that the brush control knob is set to "carpet"? The brush will not spin in "bare floor" mode. (Sorry if this seems too obvious to mention, but I see lots of Dysons where incorrect setting of that knob is the only problem.) Failing that, you almost certainly need a new drive belt.

If this model has a brush control - i.e a roller at the side of the model which controls brush to spin or not, then its a protected brush model - therefore even if the drive belt is intact the Dyson would have to be repaired by a service personnel or professional. The brush protection isn't able to be taken apart and sounds like it may well have slipped off due to tension.
