The bobbin is tight in the case, even though I have oiled it, the top thread is very loose. The tension is set between 4-5 as per the manual, still it is not sewing correctly and jamming.
How are you threading the machine? Is it with the foot in the up position? If you "floss" your upper tension discs with some sturdy fairly rough fabrick like linen. The disc sometimes get clogged up with lint, thread, wax from the tread... and prevent them from providing proper tension.

My machines has a shirring foot, so I don;t have the same machine. However, I do not think that elastic thread will work in the bobbin. Have you tried it the other way around? Do you have your manual?

Thread tension. Beware of adjusting the bobbin screw. Pfaffs maintain their tensions just fine without adjusting the bobbin tension, unless you're using some crazy thick or fine thread. If you must change your bobbin tension, you would be well-advised to buy an extra bobbin case, because re-calibrating your tensions after changing them can be less than fun.
Increase your top tension, and your looping should cease. I normally keep my tension around 4.5. Also make sure you're using a good quality thread, and that there's nothing in the upper tension assemblies. Sometimes a tiny piece of debris can keep the top tension from applying enough tension, so turning the machine off and blowing some canned air in there can help as well.

have you seen theres a screw on latch body case of bobins,you can adjust this but mostly this is factory
adjusted,bobbin tension can adjust here.but try to follow the thread direction.set up again the dial setup tension to #3 and stitch to #8 to #12.bobbins slip due to accumulation of thread under
bobbins.hopefully this may help you to continue sewing.

Rule of thumb.. Loops on the bottom, problem on the top. Loops on the top, problems on the bottom.
Set your upper tension at 4, and rethread the machine from the top. Just before you thread the needle, but the presser foot down. If the thread pulls right thru easily, then the thread is not thru the tension wheel right. Because, if you can't pull the thread thru with the presser foot down, you have it threaded right.

the top seam is actually the bobbin thread. dots on the underside means that the top tension is too tight. you may have a piece of thread or something gummy caught between the upper tension disks.
