My Dell precision 670 shuts off after some amount of use. I can't turn the computer back on for up to an hour. During this time I see the light on the mother board comes on periodically for a second. Eventually the light comes on and stays. Then the computer starts working normally.
I called dell and they said it is power supply. But the power supply seems fine because it comes on after a while and once the computer comes on it works normally unless I keep the computer on for too long.

You're right, it's not the power supply. Your CPU is overheating either due to a broken heatsink hold-down or ( more likely ) a bad or stuck fan. Open up the case and make sure no wires are jamming the CPU fan. It has to spin freely and run when the PC is powered up. If the fan is O.K. you'll have to remove and inspect the heat sink. Make sure the physical mounting is firm. This is not for the faint-hearted. You should clean the mating surfaces and apply NEW heat sink compound.
If the computer is overheating, those are the symptoms that would happen. Turn on your computer with the cover off. Are all the fans working (even in the power supply)? Is there a lot of dust build-up anywhere? Can you try another power supply? You need not install it in the computer case, just hook up the connectors with the known good power supply just outside the case and try it. Is your processor heat sink securely connected to the processor?
