There is no way to send Photos or Music to other iPods via WiFi the only way you could do this is if you got a Blue-tooth Plug-in device but even then i don't thing this would work with the iPod Touch.

you may want to consider e-mailing Apple with this idea as it is a good one use the Product Feedback form that i have put a link to below (i have already select iPod Touch for you) you need to select in the "Feedback Type" drop-down list "Enhancement Request"

How do I upload photos to an iPod Touch from a computer without iTunes?

To update the music, videos and contacts stored on your iPod Touch, you must use iTunes or an equivalent program. Although it is possible to manage your photos via iTunes also, you do not use the program to do this. Transfer photos from your computer's hard drive directly to your iPod Touch using Windows Explorer.

1. Connect the iPod Touch to your computer using the USB cable. Close out of iTunes opens automatically - you will not need to add photos.

2. Open the Start menu and click on "Computer". Click the name of the iPod Touch with the rest of the drives on your computer and double click on "Photos" for the iPod Touch to access "Camera Roll".

3. Click the "Start" menu and click "Computer" back half "Windows Explorer" windows open. Navigate to the location on your computer where you want to transfer photos or located, all you want to transfer, right-click anywhere on the folder and click "Copy." Close the window.

4. Return to your iPod Touch open the "Pictures" folder. Right-click the folder and click "Paste" to copy the photos to your device. How do i transfer my pics frm my laptop on my ipod touch pls advise

Transferring photos from PC to iPod touch is not that difficult. iCloud and iTunes can both be helpful.
Using "Photo Stream" to sync photos automatically with iCloud is pretty convenient. Go to "Settings > iCloud > Photos (Photo Stream on iOS 6)" and then turn on My Photo Stream. Then get your iCloud started on your PC. In the iCloud Control Panel, Check the "Photos" and then enable the "Photo Stream" option. After that, import the photos into the "Photo Stream" folder on your PC, and then you will be able to view the photos on your iPod touch. Using iCloud to transfer photos from PC to iPod touch is easy, but this method needs Wi-Fi connection. Only over Wi-Fi connection can iCloud sync photo on PC with iPod touch.
transfer-pics-frm-laptop-ipod-oxaxc0rwhkhzilrwacqreyis-3-0.png Using iTunes to sync photos with iPod touch is also easy. But you should be very careful of the syncing function of iTunes because it is a double-edge sword. Once wrong click, you may lose data in your iPod.
1. Plug your iPhone into computer via the USB cable. Launch iTunes if it doesn't launch automatically.
2. Find "File" option on the upper left corner. Then click "Add File to Library".
3. Select photos from your PC and then iTunes will sync the photos to iPhone automatically.
