First make sure the filament is lit on the CRT. Just look in the neck of the picture tube. If lit, then verify if you have Hi-Voltage on the picture tube. When the set powers up is there a sound like rustling leaves, if you hear this it usually means you have Hi-Voltage. You can also hold your hand up to the front of the glass to check for any static electricity. If present, you could still have a missing screen or grid voltage on the CRT or you may have some kind of video problem. If you have no feeling of static or rustling leaves sound then the horizontal drive signal may be missing to the horizontal output transistor. At this point you will need the services of a competent TV service tech.
Note: Horizontal output transistors usually don't open, they short. When they do they will blow a fuse and you will NOT have either sound or picture, just a dead set condition. The hi-voltage D.C. from the main input power supply is filtered and regulated down from approximately +170volts to +130volts plus or minus some depending on the model and screen size of the set. It then goes through one end of the main hi-voltage winding of the flyback transformer and then to the collector of the horizontal output transistor.

Isolate filament voltage from CRT,i.e. unplug Crt socket from pix tube.Measure filament voltage on CRT PCB.If present, suspect bad pix tube.If missing, solder any/all connects in filament circuit, meaning CRT board first then main PCB.

SOURCE: ..sounds like it is clicking on and off..on and off..etc.

How old is this TV?
Sounds like it has high voltage failure.
(If you hold your hand on the screen when you try and turn it on, do you feel the static? )
Unless the set is over 10 years old, I would overhaul the high voltage circuit. Should cost under $200 at a shop.
