My installer tech checked the battery was installed properly and said to try to charge it overnight. I did but it still won't work unless it is connected to the cradle with ac power.
SOURCE: Harmony 785 charging cradle does not charge the remote
Try pressing down on the remote, and wiggling it around. It's just that the pins are not making contact I suspect.
If pressing down helps, you can fasten it on with a elasitc band or something so that it keeps charging. Also, if it is still under warranty, I woul advise contacting Logitech's wonderful support team to get replaced.
Hope that helps!

SOURCE: won't charge in cradle, shows slide show then
The early 880's had problems with the charging circuit. For a while Harmony was replacing these units even outside the waranty period. Not sure if they are doing this anymore. However your remote is recognizing that it is in the craddle because the slide show starts which means the charging circuit in the remote is not passing power onto the battery or the battery is not making a good connection inside the remote. I would pull the battery and clean the little contacts in the remote and the contact pads on the battery. If you have a volt meter I would pull the battery and check voltage. You should see around 4 VDC on the 2 outside copper pads if it is charged. If it is charged and the remote is not working then its time for a new remote. If the battery is dead then it is likley the typical charging problem of the 880 is causing the failure. Hopefully cleaning the contacts both inside the remote and in the charging craddle will solve the problem. Use alcohol and a q-tip to clean all of the contacts.
Good Luck

Clean the leads on both the charger and on the remote itself with rubbing alcohol.
We had this problem (it would lose connection periodically for no apparent reason, then eventually wouldn't even register that it was set down). The leads sure looked clean, but shining them up with rubbing alcohol (recommended on one of the Logitech boards) got it to start charging again.

To view the amount of charge left in the backup battery, tap Start, Settings, the System tab, and Power.
