SOURCE: dvd drive unable to read empire total war disc
I have the same problem. Some DVD drives seem to have a problem with the protection on the Empire disc (and other games). Might have to do with this Securom/Windows thing.
But here is my solution
1. Install Steam
2. Make Steam install the game from the disc, using its local EXE.
i.e. run:
"C:\Program Files\Steam\Steam.exe" -install E:

Starting Steam.exe from your HDD rather than the setup.exe from the DVD bypasses this disc protection issue.
Alternatively, you can enter the CD-KEY in Steam and download the game from the Net.
Either way, Steam saved the day although everyone was complaining about using it for Empire

i think your drive lazer or ray is not good so change it with another if possible but the best way is to change the drive.

I recently experienced the same problem. The cause is the drive itself is starting to fail. It will continue to degrade until it stops functioning completely.
The only thing you can do is replace it.

This problem is normal and exists with many CD/DVD drives.
On some of the drives, if you put in blank discs and try to open the disc in My Computer or Windows Explorer, Windows displays no contents or a blank disc. Whereas on other drives, you get the error message that you mentioned about incorrect function.
What software are you using to burn CDs or DVDs? Are you able to burn CDs but not DVDs or you can't burn both the discs? Did you try a CDs with a different make/manufacturer? Some drives refuse on some disc makes. Try another disc and another writing speed, or try the lowest writing speed available with your software.
