HP laptops are well known for motherboard issues, and will usually involve a replacement board, at this point have it checked before a decision is made.

I have came across windows won't start in safe mode issue before, and now I can help you how to do.

If you have a Windows Installation DVD at hand, you can do as below:
Step 1. Insert the DVD into your detective computer and reboot; Windows Error RecoveryStep 2. Set language, time and keyboard;Step 3. Click "Repair your computer";Step 4. If you have more than one systems on your computer, choose the one you want to repair;Step 5. Click "Startup Repair" to start restoring your Windows;Step 6. After startup repair is done, you need to take out the DVD and reboot the PC.

which, after it cools off a bit will work as you say after it is allowed to dissipate heat after use.

Make sure the space in which it used is not overheated and preferably air-conditioned. Try to maintain
room temperature of 68 degrees Fahrenheit or lower down to a minimum of 40 degrees.

Have you tried attaching an external monitor when the LCD screen is disconnected from the motherboard? this connector is located under the keyboard strip – a piece of plastic just above the keyboard.
If it works, this way, then the video cable isn’t seated properly in the connector on the back of the screen. Plugging the video cable back in should fix the problem.
I don’t know how comfortable you are with taking apart laptops but I think that this information could be useful for you.

Do the following without the battery inserted.

Let the computer sit with no battery for 24 hours. Do not put the battery in at all. Try using your original memory stick ONLY, with no hard drive and see if it will POST. If it does, insert the hard drive and try again. Could be the new memory...

Another thing you can try is reseating the processor. Turn the ZIF screw, take the processor out (WATCH THE PINS!!) and put back in GENTLY. Leave the memory in the computer, hard drive removed, try to power on.

These models have been known for bad motherboards. Contact HP and arrange to send it in. If you do enough digging on HPs website, you'll find the service advisory.

You have already diagnosed the;

A) AC adapter (Charger)?

1) You have taken a multimeter, set the Function knob to DC Voltage, and tested the AC adapter to see if it is putting out 18.5 Volts? (DC)

2) You had an assistant gently wiggle the power cord to the charger, AND the power cable from the charger to the laptop?

Diagnosed to see if there is an intermittent reading due to broken wires?

B) Checked out the DC Power Jack that the AC adapter plugs into?
(DC IN)

{ It's a DC Power Harness. The jack has a cable with a connector on the end }

Jack is in good condition? Center Pin doesn't move, outer metal shell doesn't move?
DC Power jack solder connections are good, not cracked?

Then you are looking for the power sensor chipset. It is a power MOSFET,

blinking cursor problem is the error messages to your hard disk. do troubleshooting on your hard disk by replacing the hard disk (100% fully functional) and then do the system installation
(you will get results cheer)

hit start under run (or search for windows 7) type msconfig go to startup uncheck the box for HP support
