I can't seem to get the TVG to filter out the language.

If the movie dosen't have close captioning the tv guardian will not work. For the tv guardian to work there has to be close captioning.

Since pressing the setup buttons on the remote or the case doesn't work that means that you have a firmware or processor problem. I,m assuming that you unplugged the unit for at least a day and that didn't helped - in that case either start the unit while keeping the setup button pressed or, with the unit on, press both setup and menu buttons at the same time - all buttons on the case of course.
If this doesn't help then the unit is defective and must be sent to a repair shop for a new firmware update.
Setting TVGuardian®
Example:
To set "TV Mode Strict", "TVG CC On" and "TVG CC Ch

1* Press [SETUP] in the stop mode.
The setup screen appears.
2* Press [ => ] to select "Parental".
3* Press [ENTER].
"Parental" screen appears.
4* Press [Down Arrow button] to select "TVG Mode".
Note:
If the parental lock is set, the highlighted box does not
move. You must enter the password to release the
parental lock first.
5* Press [ENTER].
The submenu ("Off", "Moderate" and "Strict") appears.
6* Press [p] to select TVG mode to OFF at this window, if it is selected strict.
