You can have shorted out transistors, transformers, bad lamp assembly (this one will be hard to test if you do not have the tester).

Have you tried connecting this monitor to another computer?
Have you tried resetting the BIOS? That should reset any problem the video driver for the monitor maybe facing.

Go to device manager-> expand display adapters. Rightclick on the video adaptor and select properties. Click on driver tab and select option RollBAck driver.
