We have it plugged in. The green power light is on. It isn't heating up. Should it begin heating up immedately? If so - how?

You should use hot stock and you will hardly notice it heating. Unless you mean heating up when empty? There will be a safety button which stops it heating up when empty....unless you have one that is designed to sear meat in the bowl.

I have an all-clad slow cooker that won't get any power

Oh thats a pitty these things happens all the time. These devices working under high temperatures, working once and then turn off until the end of time. Advice you to send it to service if you have guarantee. Else somebody with technical knowledge must check where the problem is by using a test light first then treatment begins.
