Have an old IBM T23 running windows XP professional
The entire machine is locked -- I can't unlock it as I forgot administrator
a locker sign appears everytime I try to go in setup mode during boot time.
Appreciate any help to get the machine unlocked.

Sounds like a BIOS password, not a Windows one. If you cannot remember your admin setup pw, you'll need a new system board. Doesn't pay since the cost of the board is more than the laptop is worth. The data from the hard drive can still be recovered.

If you're on Windows XP or Vista try this:
Turn off the computer, then hit the power button to turn it back on andimmediately start hitting the F8 key repeatedly until you see the Safe Modeoption. Select SAFE MODE and let the computer boot up. When it getsto the User Login screen it will show the Administrator userid and the useridfor which you forgot the password. Sign in as the Administrator(hopefully you didn't put a password on it and forgot it too). Once thedesktop appears it will look different, the screen will be darker and the iconsbigger, but this is normal for safe mode.
Click Start/Control Panel/User Accounts When the User Accounts screen opens, click on the userid for which you forgotthe password. Select the option to REMOVE PASSWORD.
Do you have another valid administrator account which can normally log on? If so, you can log on as the administrator to change the account you forgotten. Or,you can think about the Windows Password Reset , it is very usefull and convenient.
At last,I suggeset you to create a reset disk after reset windows password so you will not afriad forgot windows password any more.

IBM PC laptops locked? Are you locked out of it? How to unlock Windows password?
If the password is
one of admin passwords, change to use another administrator to login IBM PC. Or
if password reset disk is available, password reset wizard prompts you how to
reset Windows password with it after you click link "Reset Password" on Windows
login screen.
When all the
available ways are not useful for you, use effective Windows password recovery
tool -Windows
Password Genius, to remove Windows password or add new account.
