Since the Wireless light is off, lets assume that the access point is just switched off.
That function is switched on and off from the router's control panel accessible via web browser. And you can follow these steps to get to the Wireless configuration control panel.

link if the password hint does not help you. In order to reset the password, you'll be asked to enter a 10 digit code which you can find on the bottom of the router itself.
Once you're able to gain access to the control panel, you'll want to
- click the 'Home Network' tab
- click the 'Wireless Settings' link
From this panel you can make changes to how the wireless access point portion of the router is configured. By default your router's wireless should be on, but since it's not I'm going to assume at one point in time someone turned it off so it wouldn't get confused with your airport express. If you just want your wireless settings back to the default settings
- click the 'RESTORE DEFAULTS' button
Then the wifi settings will be set to how they were when the router was purchased. By default the access point is secured by WEP encryption, and the key is located on the bottom of the router by the Serial Number.
