Unplug tv for about 5 mins
Try changing battiers in the remote. Simply I know, but is normally the problem.

The problem might be on your power supply section.
1. Check for open resistor or maybe a shorted transistor. Use a multimeter
2. Also check for a leak capacitor
Is the fuse you replace is still o.k? at times the blown fuse indicates that there is a short circuit on your t.v. Maybe the noise you hear is also because of a short circuit. Be careful in replacing fuse, always replace same type for the protection of you t.v

The problem with the television not being able to receive signal from the remote seems not to be too strange a problem as these devices can come up with mind bursting problems.
The problem with the television simply is from the sensor of the television. There is a metal that holds the televisions sensor so as for it to be able to receive signal from the remote. The metals could be rusty and break off the position where it is meant to be and would be having partial contact on the main board of the television.
The entire control panel is also linked to this sensor board, that is why it acts funny once in a while. The best thing to do is to have the control panel on the television replaced as well as the sensor light on the television. It is no longer receiving signal properly from the remote.
Resetting the television could last only for a period of time, therefore, the lasting solution to the problem is simply for you to have the control panel of the television replaced as well as the remote sensor that is in the television.
The solution to the problem is simply for you to replace the control board and the sensor of the television. That would solve the problem for you.

Please ensure that the battery is in good condition. Check the battery terminal for corrosion, Scratch it with fine sandpaper.
If the battery and its terminal is not the issue, please confirm if the remote control emits an infrared by pointing directly the sensor (infrared emitter) to your cellphone/digital camera. If it is working fine, you will be able to see the flash of the infrared through the screen of your camera. Watch the video below.
If you've confirmed that there's no infrared coming out from the remote control then this is an indication that the remote control itself is already faulty. Replace it with new one (part no. 0980-0305-3300 ).
If you can see the flash of the infrared, the IR board inside the TV is faulty. Please inquire at this link for replacement.
