It means your phone still locked and you must have blackberry 7290 unlock code to unlock your phone network so you can use your sim card. That blackberry unlock code can you get from your provider or purchase from online unlock code retailer.
It could be that roaming is disabled either on your phone or on your account.
You should contact t-mobile at 1-877-453-1304 and see if roaming is enabled on the phone.
Then the phone isn't unlocked if it isn't picking up the sim card. You could call tech support with your current provider to give them the phone information to get it unlocked. A lot of times it can take awhile to do it, if they can.
