Make sure your shut off valve is on positon not part way off,check for a screen plugged up in fuel tank or inline fuel filter, check for bad spark plug engine oil top up maybe saftety sensor when oil is low if you remove the fuel line from carb does gas flow straight out no problem?

either the magneto or the governor is damaged check them

A lot of time when the small motors on these push mowers surge it is a governing spring that is weak or broke. It does not hold enough tension and causes the valve to fluctuate. I have fixed this many time for a relatively cheap amount (under $5).

Pull air filter see if theres any oil in it,make sure the oil isnt overfilled. Push mowers usually smoke like that if theyre overfilled,or tipped on thier side,if there is oil in filter simply take filter off,drain oil to correct level,and run it till smoke goes away. If none of this is the problem rings are probably shot. Weedeater is a cheap brand and theyre made cheap too,not made to last.

This is called hunting, your fuel-air ratio is not right. Your carb. jets need cleaned
