Possibly, you will need an original remote to disable or turn off this feature. And some child lock can be accessible through neither MENU of your tv or remote. Check CHILD LOCK option to remove it. If it is a screen lock type of CHILD LOCK feature of tv (a Blue Background display a LOCK icon) and your original remote is lost, try a universal remote for you to possibly unlock it. Press the "Menu" button on the remote control and use the arrow buttons to scroll down to the "Parental Guide" option, then press the "Enter" button. Type in the default parental code "6688" if you have not set your own code. If you have set your own code, type it in. If you set your own code and forgot it, override it by using "6688." Use the arrow keys to switch the parental lock to "OFF." This allows all programs to be viewed no matter the rating. Press the "Exit" button on the remote and start watching all your channels
unfortunately not. I had the same problem, in the end i had to go and but a universal remote (which are very cheap, depending on where you look!). After you have your remote, the code you need to sync. the remote to the TV is 210

Apex TVs use a four digit code to control the v-chip. The override code for many models is 6688. Other sets may not have one, or may have a default code of 1225 instead of an override code.
To use the override code:
Hit the MENU key to get to the menus.
Go down to the SYSTEM menu and hit the right arrow on the remote control.
Once in the SYSTEM menu, go to PARENTAL GUIDE. It will ask for your code.
Enter the override code listed above. From here, you can turn on and off different rating restrictions, as well as set a new code.
No matter what the V-chip code is set to, the override code will still work. If you have a blank screen with a red key on the bottom left, simply press the (function or F) button and the mute button at the same time. This will unlock the screen and allow you to view the channel as desired
It sounds to me like a child lock function, which is usually what the screen + padlock is on TVs. Usually your original remote would have a button / sequence to unlock the mode. If you still have your original remote, look for a child lock button or refer to your remote manual (and/or TV manual for the child lock feature) to unlock the mode.
