That sounds like a flat battery. Lights and horn working are not a true reflection of the battery condition. If the dash lights dim while you try start the vehicle, it is definitely a battery low on charge. Have the battery charged or replace it and have your charging system checked out. With the engine turning at about 2000 rpm, a volt meter across the battery should read about 14.5 volts. If it is much lower than that there is a problem with the charging system.
okay,think of it this way,you tried starting,engine turned slowly,no start.....then you charged battery,engine wont turn over(although accessories work)WHY WAS THE BATTERY DEAD TO START WITH.Try a jump start(another battery)if it starts then you know what im going to say.....

The clicking sound is a sign of a drained battery. Check your battery cables for loose or corroded terminals, if everything OK, jump start the vehicle and take it to an AutoZone, Checkers or similar auto parts store to have your Starting/Charging System checked. They perform this test free of charge.

Make sure you have the car properly in Park with lights off and try. If there's no clicking you either have a very loose terminal on the battery or the battery is no where near charged up enough. Try to jump start with someone wiggling the wires for the jumper cables. Once it starts clicking, leave the wires alone and let the battery accept a charge about 10 minutes while the other car is hooked up and then try again.
It sounds like what you need to do is check your batteries. Clean the cables and terminals very well, then tried again. If it still won't start your battery might be dead. Jump it or charge it and tried again. If it starts but later I will not start you might have a charging system problem or a bad batteries.
Try rechargeing the battery, it sounds like it might take a charge but not hold it. The click is probably the solenoid trying to kick the starter in but not having enough juice to manage it.
If you can get the battery to take a charge and the bike starts, but the problem repeats itself, replace the battery. If you can't get the battery to take a charge at all, replace it or have it tested at your local service station.

Pushed it home tried again - nothing. Put battery on charger - charged up in 15 minutes - tried to start - engine turned over couple of times then click click click at starter
been out this morning checked all connections and earths - charged battery up - read 13.22v when full charge light came on, tried to start up - turned over several times, getting slowwr then click click. Checked battery reading 12.17v
Any suggestions - is it the battery or what else?,The fact that the voltage drops as the revs increase is very odd. However, the dash voltmeter which I assume you are using is often inaccurate.
Try an alternative battery, at least to see if it starts. You could use a car battery with jump leads.
With a decent battery the charging might improve too.,,,
