try imgburn, free, it works like gang busters.
what cant it be?, well lots !
1: bad dvd drive.
2: bad disks, DVD-r works best. or CD-R
3: bad burn program.
4: infected OS, gee if XP its sure is, all are now. its a virus magnet.
5: bad dvd drivers. (if XP?, need sP3 first and then needs the HP drivers, then needs the registry filters cleaned. (all pain here, take great skills to make XP work, and lots of text in a box, endless.

replace it is most easy first or most cheaper.

the first one is the dvd data cable is bad try to use original one
the second reason is power supply some time there is a bad voltage
the third reason ram can make this problem

try updating! Nero version 7 is old and cannot work in XP with any upgrade past sp1 If you have Vista now that is another reason to upgrade Nero There is a version 8 now
in window under my computer is your DVD writer shown as DVD-RAM drive, if not then re-instal the drivers for your DVD.
If its installed as DVD-RAM then right click the DVD-RAM icon in the my computer and choose properties, under the recording tab select enable recording, try burning a cd using the windows xp based roxio by sending your files to the DVD-ROM.
If it burn a CD this way then all you neec to do is use a different CD burning application software.
You unit is faulty.. replace the unit with a new one. The CD Write Laser has probably "Burnt Out" or perhaps the "Quadrant Detector" has faulted.. either way a new unit is only way solve ya problem ... sry :(
