Irrespective of any disc inserted (blank or full) takes long time to load then message "disc error" eject this disc

Same issue on an Advent PC - the issue I had was that the PC had two CD drives - one CD (letter D in the old windows installation) and one DVD (letter E in the old windows installation).
I was using the CD drive for the install process .... what I did not spot was that although the DVD was installed later it was ahead of the CD drive on the Bus so in a fresh base install the CD drive actually got assigned the letter E - I found a similar hit on the web so once I put the recovery CD into the DVD drive it ran like a charm .... hope this helps someone else ....
This is becauseThe DVD was installed later and so on windows it was assigned the letter E: ... as this is a fresh install the Bus sorted out what was what and assigned it the letter D: - I did not

Toshiba's tend to have a restore section of hard drive.
While it is first booting check the screen for any messages such as "Press F12 to start restore" or similar.
Or as you power on hold down the 0 "ZERO" key.
One of those should help you to get to the restore function.
From there follow the on-screen prompts as to what or how you want to proceed.
If the hard drive is pooched then you would have to install a new one and call Toshiba for the restore media which they supply at minimal cost providing you are the registered owner
