Grab the lens when it extends so that it won't retract. Camera will power off. Some careful pushing and pulling on the lens assembly seems to unstick whatever is causing the malfunction. Power it up, it will retract. Power on again to check results.

Make sure the battery is fresh or new. Make sure to check all your menu settings. These settings can affect the flash. You can reset to default...then see what happens. You can always sell the camera as a parts camera on a site such as Ebay.
the batteries needed for the cameras are quite high powered
though the batteries show that they are fuly charged most times they have lost their actual capacity of power storage in them so not being able to supply enough to start the camera best way to test this is to start the camera on preview mode if this works then you will need to buy a new set of rechargable batteries, i would suggest to take batteries in the range of 2000MAh to 2500MAh and
the normal batteries will not be able to sustain long even for normal lens open and retract functions, instead of normal batteries try LR6 varieties (eg: Duracell, Energizer, etc)
