My samsung digimax 420 keeps saying low battery whenever i turn it on and automatically turning off even when i put brand new batteries. Whats wrong? Its never been dropped either.

Check that you are using the correct type of batteries and that they are rechageable as i found i had a similer problem when using just normal non recargeable

This explains the 3 beeps. also says you can get it repaired which is by far the best option. The behaviour is very typical of low battery state. Try a set of Lithium batteries.
Many digital cameras (eg Samsung D53, Nikon 2100) have extremely poor battery life with alkaline batteries (under 20 shots!). Sometimes they won't even take a single picture.
For digital cameras you should use either Rechargeable(whith high Ampere) or high performance alkaline batteries (ie. Lithium Duracel or Enegizer) normal alkaline batteries will not be able to charge the Flash. If you are useing high performance batteries then it is sadly your camera which is faulty. repairing it you could but it is cheaper to get a new camera.
the camera tends to take up a lot of battery so what the best solution is to buy some rechargeable batteries those work great. i have some of those. and they tend to last a very long time!
This is a system failure and reference to the Samsung support site will either offer to repair
or simply replace with a new camera [some models are not repairable]
