Thought it was the pully, tensioner for serpentine belt, but then realized the oil was a 1/2 litre down - still chirping. Before I picked up some new oil to replenish, it stopped chirping. Never chirped again, until I went to replenish oil, checking it, had gone down another 1/2 litre, so replaced full litre. After letting it sit for an hour or so, drove again and the chirping noise returned. There is no oil spots or leaking that is visible. Could it be a lifter? Or just a coincidence on oil, still being the tensioner?

You have a bad pully bearing. Shows up more on higher loads (accelerating the engine speed). Could be the tensioner pully (ususally the 1st place to look) but it could be any of the pully driven components (ps pump, alternator, a/c compressor etc). Hopefully it's just a tensioner (they're cheapest)

probably the belt making noise , very common .
WHen a belt gets old it gets dry and cracks start to appear , the non-ribbed side of the belt may get dry & glazed also make noise . common problema are also tensioners that make the belt get out of line with the rest of the pulleys , look carefully because just a little miss-alignment can cause a belt to slip on the smooth side of pulleys and make noise . Misting water onto the belt may also help you determine what is making noise.

First of all belt dressing is NO good if it was the belt making that noise it would get worst. It can be a few things, 1. I can still be the serpentine belt 2. The belt tensioner may be bad or worn bearing on it. 3. A bad water pump 4. A bad Idler pulley. 5. A bad Ac compressor.6. Bad alternator, All of the above can possibly cause this noise. What I recommend you do is remover serpentine belt and check each pull individually by spinng/turning them by hand. You should hear noise. If serpentine belt is worn/cracket replace. another trick is to take a can of wd40 or equivalent and spray the bearings 1 at a time till the noise goes away or quiets down

This particular vehicle had an issue with pulley alignment, particularly the power steering pulley. Take a look at the shaft the pulley is pressed onto. If the end of the shaft isnt flush with the pulley, it is out of line and will cause a squeal.
It is recommended that you discuss this TSB with your dealer (not local mechanic).
