Check that you have not muted them, so look in the monitor menu, and check that the cables connected to the monitor and the green connector at the back of your pc are connected.
Also click on the speaker icon in your task bar(right hand bottom), right click and open volume control and check that the mute is not ticked and check that slider is high enough to be heard.

Yes, you do. You need an stereo audio cable. It will have a connector like found on portable headphones on each end.There should be a recepticle for it on your monitor, usually marked light green. This cable would then connect to your computer's audio output. Although, I don't think your monitor has speakers.
As far as I know the Acer x193w monitor does not have speakers. In order for you to have sound you must attach speakers to the sound card at the rear of the computer. Usually indicated by a light green colored port.
You will need to connect an audio cable from your computers sound card to the audio input under the monitor.(near where the video and power leads plug in)
You will need a standard 3.5mm to 3.5mm stereo lead for this.
