I've gone thru the reset option several times for the TV but I still cannot get past 21 when I have the TV search for channels coming in from my cable company. I shjould have at least 70+ channels. I've disconnected the cable, turned off the power to the TV, nothing works.

You can try unplugging the TV for a bit to see if that resets it. Next check if the TV was set to use external speakers by accident. Finally, try a factory reset. Please add a comment with the model of the Haier TV for directions for checking the audio output menu and factory reset.
I hope this helps.

(I had a different TV from a different brand that had no external audio port. It would sometimes lose audio on one channel or several channels. Unplugging the TV solved the problem; the factory reset option in the TV menu didn't resolve the issue.)
local channels are usually below a channel 1000. they are always on same assigned channel. If your cable box or tv has it, it has option to not display channels with no service on them. you can't reassign the channel numbers. they are channels but not being displayed.
Check your signal levels from the cable company. Sounds like they're low or marginal. You may need an amplifier, if so make sure it's a bi-directional (2-way) amp. Surprised the techs that came to the house didn't check this. It's a commonm problem.
select cable as a source not broadcast its looking for UHF channels instead of cable up to say 100. go to setup select cable not antennea or broadcast. do a scan afterwards and ghave it find your channels
Try doing the Channel Search again. See if that helps.
If not, sounds like the Digital Board could be defective. Since this TV is brand new suggest calling your local sharp authorized service center to replace that board under warranty.
Probably, at first you searched the programs in automatic way. And there were only 20 channels at that time. So, you only have 20 channels. You should try to search channel 21, 22, 23, etc, manually. If you can't set 21 on your program, then your tv set has only 20 programs.
