Have you checked the top thread is correctly placed in the spring of the bobbin case?

Loops on the bottom of the fabric direct the problem to the top thread. Rethread again and make sure the thread goes through the tension discs. Lift the foot, because this is what opens the discs. When sewing and the foot is down, the discs should be closed and thus giving the upper thread the tension it needs.

upper tension sets the lower thread tension (upper thread is what you see on the underside of the fabric). Bobbin tension is for the thread you see on the top of the fabric

Always have the presser foot up when you thead any sewing machine.
Make sure the flat side of the needle shaft is facing to the back of the machine.
Don't do anything to the bobbin tension. Set the top thread tension to what is recommended by the mfg.
Make sure the thread from the bobbin is feeding from the bobbin in the correct direction and through the correct guides.
After inserting the bobbin and threading the machine, lower the needle (hold on to the thread tail) and then raise it by turning the hand wheel by hand to pull up the bobbin thread.
Gently pull the two threads under the presser foot and to the back of the sewing machine before you begin to sew.

1 - are you sure you are use DBx1 needle ?
2- check tension spring for bobin case it's not open too much gust pull the threrad you will feel light tension not too much not too losse.
3 - check timing between needle and hook is ok orno?
