I found this to work on my Toshiba TV/VHS combo MV19M4 after trying others suggestions that had worked on similar models but nothing worked on mine. Maybe it will work for yours. Follow these steps:

1: Unplug the TV for 1 minute then plug it back in.
2: In the menu select "TV Set Up".
3: Move the blinking block to beside "V-CHIP Set" BUT DO NOT SELECT IT.
4: Hold in the number 1 button on the remote.
5: Hold in the volume down button on the TV.

Your TV will turn off. Give it a few seconds to reset itself and then turn it back on and you will have to completely reprogram your settings. When you go to the V-CHIP settings it will ask for your new code.

I have an toshiba t.v that doesnt show rated R movies due to an code that i cant get off an i dont have the original remote control. Model #42hl67us

Hi, if you can enter numbers with your remote a default pin# code is 0000 ,If that doesn't work you will need a remote that has the recall button to clear the pin# by pressing recall 4 times within 5 seconds and enter a new pin# .
some universal remotes will have more buttons , try a few b4 giving up. or get a toshiba remote that has the same frequency (most toshiba remotes will work on it)

    Parental control

    1. Go to the V-chip selection in the customer menu.
    2. If the set has an active PIN code, the menu will display “BLOCK-ING ACTIVE”.
    3. Press RECALL on the remote four times within five seconds.
    4. The menu should then display “BLOCKING RESET”.
    5. Input a new four-digit PIN code and press ENTER.
    6. The next menu page will appear which allows you to scroll down to the various lock selections. If you want to remove the PIN code completely, instead of entering a new code, just exit the menu after pressing recall four times.
    1. Disconnect AC power for several seconds to reset unit clock.
    2. Adjust unit volume to minimum.
    3. Press and hold volume down button on unit control panel.
    4. While holding the volume down button, press and hold the “Zero” key on the unit remote.
    5. The user menu will appear with the V-Chip cursor blinking.
    6. Pressing the “Enter” key on the unit remote will open the “New Password” menu.

    Have a great day!!
