I have this LCD TV/monitor.
1. It was bought in USA. Is there any way to swich it from NTSC to PAL system?
2. How to enter service menu?
3. Is there any chance to obtain a service manual?

Check with the dell company they might be able to help you with a manual.if they cannot go to www.partstore.com good luck.to enter into service menu push down both up and down chammel button together and the menu will pop up,from there you can toggle it with you up and down volume button.

No,if the tv it is not a Regions free tv set.If the manual or tv dose not say it is a Regions free tv set.All tvs sets u bought in the USA and Canada are alway used and set on NTSC signal frequencies.Which will not work on Asia as PAL systems.
U bought it in Euroupean,Asia countries?Yes,it will all those regions countries run on PAL frequincies.If u bought it in the US,Mexico and Canada.No the tv will not run on PAL or any PAL devices.The US,Mexico and Canada run on NTSC and NTSC devices only.
While a modern PAL TV can display NTSC sources (namely DVD players and PAL VHS players that support pseudo-NTSC), an NTSC TV can not display a PAL source, unless it's an expensive multi-standard TV. Sorry pal, bad choice.
Check the cable between the monitor and the box for damage.
Try a new cable.
It may be a problem with the input board but it sounds like a cable problem.

The W1700 is HDTV Ready but it does not have an internal digital tuner, it only receives NTSC coded signals, not ATSQ/QAM coded signals. In order to see tv in HD you will need an external tuner with component or DVI output that you can connect to the monitors inputs.
