The 7 blinks are an error indication that is generated by protection circuitry inside the set. A problem has been detected and the set is shutdown to prevent further damage. The cilnking is the power relay that is attempting to turn on the set. I'll look up the eror code and update this with the likely solution later today.
6 times blinks shows error of Low +B, OVP/ OCP Replace IC6501 & IC8002 [ MCZ3001D ] on D board. If you are handy with electronics stuff repair and can solder parts in circuit board then replace above said ICs or call local TV tech to do the job. Thanks.

described can't be fixed with troubleshooting.

and needs to be replaced. If you're still in warranty, the TV will be
repaired at no charge to you. The warranty would likely be at least
one year from the date of purchase from the manufacturer. If you
purchased an extended service
they will repair the TV at no charge as well.
If the TV is no
longer in warranty, it will likely cost a minimum of $150 parts and
labor. This is assuming that you only need one circuit
or small part. If the problem is more than one of the circuit boards,
the price of repair could go much higher.
