I got this tv from a friend and she said her son kept turning it on and off and now it has no picture, it has sound though. I want to know if this is fixable and cost effective to fix.

Sounds like the x-box. Try hooking up a DVD player to it and see if you can get a picture from it.
Restart the x-box, and maybe get a can of air to blow the dust out of it.
Our Sony TV kept going on and off too. Repairman replaced the lamp, even though red light was never on. Problem solved.
Sony support insisted it was not the lamp if red lamp light was not on. Don't believe it. Picture and sound would go on for 30 seconds, then off for 30 seconds. The new lamp did fix the problem.
Try going into the menu and find something called, "center channel input." If it is on, the sound will not work. Turn it off, and the sound should be restored.
I have a sansui 19" LCD TV+DVD I had to attempt multiple times turning the TV on to get a picture. The sound was fine. This kept happening when I would go to turn on the set the TV kept playing fine with picture & sound but after the 2nd attemts I turned it off & then tried to turn it back on which took multiple attempts, it kept playing for a few minutes then the picture went out but the sound was still there. The set is not yet 2 years old.
if your could hear a slight ticking (tick-tick tick) or whining then some electronic component might have been damaged (shorted). if you have no experience repairing electronic equipments then i suggest you to send your TV to a service station!
