If you click on the "VRDVD5000 DVD Recorder...Combo" link at the top of the page and scroll down towards the bottom of the page that brings up, you'll find an outline spec for the machine.
Just looking at that, it would appear you ought to be trying "dvd-r" - (The difference between plus and minus is significant - it's a shame nobody thought to make the names more distinctive).
Suggest you buy a single dvd-r, see how you get on, and only invest in a bigger pack once you know it's going to work.

Now here are the types of DVDs that you can record to DVD-RAM, DVD-R, DVD-RW, DVD+RW, DVD+R, DVD+R DL, DVD-R DL
Now the only types that you can format are DVD-RAM, DVD-RW, DVD+RW
So first make sure you are not trying to format the wrong type of DVD. If you are using the correct type then you might want to try a different brand. Sometimes certain brands of DVDs have problems with certain players. You can also try updating your player's firmware and see if that corrects the problem also.
Check the model specifications for your device. Some players will only accept DVD-R and not DVD+R or not DVD+RW discs. I know it all seems the same, and it's very frustrating, but many companies restrict the type of discs they will allow. My player does +R but not -R. It should still be able to read DVD discs that you made yourself, but they will be of a different type.

If it is not accepting the cleaner disk - you have to wonder if something is already intere or do you mean will not rune the disk?
Inwhich case it is a drive failure and needs replacement[of drive if available] or whole machine.
Contact Toshiba first though it may be a known issue.
