When I slide the power switch, the first LED on the right of the laptop comes on (the picture above it is 3 discs). The actual power doesn't actually start up at that point. I have to slide the switch several times more before the computer comes on.

This is normally a motherboard issue. I had one with the same symptoms and I had to replace the motherboard. Worked great after the board was replaced. I had to replace the board because unlike your issue mine stopped working all together. It did take a while before it quit though. Just a note: I have had to replace several of these motherboards for customers as well. If your LCD is broken, you may be better off to save your data and put it in a new laptop that would include a warranty unless your super fond of the machine or you have access to inexpensive parts.
Hope this helps...

dude, I almost gave up.. try this link. Apparently lots of people experienced this problem so HP gave an extended warranty for models like these.

SOURCE: install vista to hp pavilion dv5 laptop
Make sure the laptop meets or exceeds the resources needed to run Vista. For all versions of Vista, at least a 1 ghz processor or higher, and 20 to 25 GB of free space on the hard drive. Memory: 512 for Vista Home basic, 1GB or higher for Vista Home Premium, Business, or Ultimate. The video in the laptop must be 16 mb or higher. You MUST meet the minimum requirements or the install and startup will fail.

I would like to help but it sounds like it's over heated and needs a repair guy to look at it
SOURCE: My laptop won't boot. Its a HP Pavilion
I have seen this problem on many (close to 10) dv6000 series laptops. In every case I have seen the problem is with the onboard nvidia graphics cards, and they are hard-wired into the board. External monitors won't work because the adapter also controls the external display.
Although I have heard of re-soldering (reballing) these chips I don't believe that (given their failure rate) they are worth putting much effort into. For the same reason I would recommend against trying to replace the mainboard. I would suggest putting your money instead towards a new laptop. I would guess that all your data, pics, etc. are intact, and a recovery program should easily be able to locate and recover your files.

This is a refurbished computer. Had been dropped and fixed by HP.
Further clarification: the hard drive does come on when I slide the power switch, just not the power itself.
Ok, so if that is the case I would have to send it in again to be repaired?
Yes! I'am afraid so, this is a tricky intermittent problem.
ok thanks!
You are welcome.
