And you have to make sure his cell has the bluetooth enabled also.
Then go to the picture you want to transfer, go to options and there should be a button that says something like bluetooth visibility. Enable it. Then he should get a screen on his phone that says transfer files. Or something like that. But the phones have to be within a certain range of eachother. A few feet or so.

If the image was taken with a camera using a high number of megapixels, the image file may be too large for the phone to handle. If you have any photo editing software, try resizing the photo.
