The clicking sound is due to the relay is getting turn on but doesn't stay because of bad component in the power supply board or in the main board. you must check first the bridge type diode and FET transistor using an analog or digital tester.

SOURCE: Magnavox MWC24T5A

It is most likely a bad IR diode underneath the prisim in the VCR, common failure for those combination units. I have used a simple generic diode from Radio Shack or you can spend a little more and get the politically correct part from almost any electronics vendor like Vance Baldwin ot Tritronics.
Be observant when installing these they are polorized and go in only one direction. Getting one in reverse will burn up the new diode instantly.

SOURCE: need a code for an RCA RCR312w universal remote-Emerson TV/VCR

To see RCA's code list you probably need their website but Emerson is one of several names now owned and built by Funai, who also builds Symphonic & Sylvania.
You might want to try those codes with your set.

Rcr311b remote won't code to Sansui tv

Try a code search method.
Code Search
If after trying "Direct Code Entry" your device does not respond, or if your brand is not listed, try doing a search of the code library for your code by following these steps.
  1. Manually turn on the device (TV, VCR, etc.) to be controlled.
  2. Press and hold the SETUP button until the red indicator stays on, then release the SETUP button.
  3. Press and release the desired Mode button (TV, VCR, etc.). The red indicator blinks once, then stays on.
  4. Press the CHANNEL UP button repeatedly (up to 300 times) until the device to be controlled changes channel. The red indicator blinks, then stays lit.
  5. Press and release MUTE to install the code. The indicator light goes off.
Most users will want to store VCR codes under the VCR button, Cable codes under CBL, etc. If you want to store a VCR code under CBL, etc., first follow the procedure for Direct Code Entry and press CBL in step 2 of Direct Code Entry, then enter ANY VCR code in step 3 of Direct Code Entry. Then follow the steps above for Code Search.

IDENTIFYING CODES FOUND USING THE SEARCH PROCEDURE
  1. Press and hold the SETUP until the LED indicator lights steadily. Release Setup button.
  2. Press the mode button that matches the equipment you want to identify. The LED blinks once.
  3. Press and release SETUP. The LED blinks once.
  4. To find the first digit, press each number button from 0 to 9 until the LED blinks. The number you pressed is the first digit of the code.
  5. Press each number button from 0 to 9 again as above to find the second digit.
  6. Press each number button from 0 to 9 again as above to find the third digit.
  7. Press each number button in turn to find the fourth digit. When the fourth digit has been found, the LED goes out

Rca remote control code list

OK GANG: HERE GOES, I PURCHASED A RCA REMOTE (RCR312W), 3 CHOICE FUNCTION.
SAT-CBL...TV...VCR-DVD.
I HAVE 2 DIFFERENT TV'S, DAEWOO TV AND A PANASONIC TV/VCR. THE REMOTE HAS
WORKED ON BOTH SETS. I DROPPED THE REMOTE WHEN IT HIT THE FLOOR THE BACK
FLAP HOLDING THE BATTERYS KICKED OFF AND ONE BATTERY FELL OUT. I WENT NUTS
FOR 2 DAYS TRYING TO GET THE CODE FOR THE DAEWOO. TODAY 11/14/2008 A FRIEND
GAVE ME A PANASONIC TV/VCR 20". AGAIN I TRIED TO FIND THE CODE, DIDN'T WORK OUT EASILY, AGAIN DRIVING ME LOONY TUNES IF YAA KNOW WHAT I MEAN.
HERE IS THE SKINNY: SOLUTION TO YOUR PROBLEM !!!! IT DOES WORK.

1, TURN ON THE COMPONENT YOU WANT TO PROGRAM.
2, PRESS AND RELEASE THE COMPONENT BUTTON ON YOUR REMOT THAT CORRESPONDS TO THE COMPONENT YOU WANT THE REMOTE TO OPERATE.
TV, VCR, ETC... THE ILLUMINATED ON-OFF BUTTON WILL TURN ON AND STAY ON.
3, NOW PRESS BOTH BUTTONS ON-OFF AND TV, OR: ON-OFF AND CBL. WHAT EVER.
THE ON-OFF BUTTON ON TOP OF THE REMOTE WILL TURN OFF, KEEP PRESSING
AND IT WILL COME BACK ON AND STAY ON. RELEASE THE BUTTONS,BOTH.
ON-OFF WILL STAY ON NOW.
4, KEEP POINTING THE REMOTE AT THE COMPONENT, THE REMOTE AND THE TV
NEED TO TALK TO EACH OTHER,(MAKES SENSE.)
5, GO TO THE BOTTON OF THE REMOTE AND PRESS THE "PLAY" BUTTON,
RELEASE. "" KEEP PUSHING THE PLAY BUTTON EVERY 5 SECONDS,
UNTIL THE TV TURNS OFF"". OR THE VCR, OR THE CBL, WHATEVER YOU ARE
PROGRAMING.
6, NOW: PRESS AND RELEASE THE "REVERSE" BUTTON, THIS IS AFTER THE TV
HAS TURNED OFF. TV SHOULD TURN BACK ON WHEN THE "REVERSE" BUTTON
IS PUSHED.
7, IF THIS WORKS THE LAST STEP IS TO HIT THE "STOP" BUTTON,
THIS WILL SAVE THE SETTING. REMOTE SHOULD BE PROGRAMED AND TURN
THE TV ON AND OFF. YOU DON'T NEED THE SILLY CODE NUMBER, THE REMOTE
DOES THE ACTIVE PROGRAMMING AUTOMATIC.
HOPE THIS HELPS YAA ALL... "PEACE".........OKIE
