So I turn on the TV and the green light comes on indicating that it has power...but there is no picture and no sound. The remote will not function at all (aside from turning the tv on...i.e. the green power light) but will not turn it off, change channel, change input, or change volume etc...
The power will go off when I press the main power switch in the back of the unit, or unplug it from the wall.

The flashing green light is likely indicative of a self-test failure, indicating the TV has detected some sort of internal fault. With no picture or sound, one strong suspect is the power supply. Flat-panel TV's have an internal DC power supply that converts the inbound AC current, and when these fail, or are unable to supply a minimum level of power to the set, it can behave as you describe, providing only enough power for the green light to illuminate.
the green is the reboot process and is normal. the red light is an error code indicator. count the blinks of the red light...it cant be 30 times (I think) it will blink a sequence, pause, then do it again for a total of three times. count carefully, it gives you three chances to catch the number it is blinking.
Toshibas are notorius for Sustain board failure, You will have to find qualified servicer thru craigslist or yellowbook. If this is your problem, you could see a repair bill of 400+
