Owner was using internet and the firewall blocked something and she cannot remove firewall to use computer. Her computer is blocked and she cannot use it because of firewall
Try This: To get into the Windows Vista and Windows 7 Safe Mode, as the computer is booting press and hold your "F8 Key" which should bring up the "Windows Advanced Options Menu" as shown below. Use your arrow keys to move to "Safe Mode" and press your Enter key. Note: With some computers if you press and hold a key as the computer is booting you will get a stuck key message. If this occurs, instead of pressing and holding the "F8 key", tap the "F8 key" continuously until you get the startup menu.
Once you're in safe mode with networking Uninstall your firewall.

HERE's where you can find downloads, etc. for the router. (including an owner's manual) You'll need to choose your router's version then you'll be directed to the appropriate page.
(01) Can you access this web site from any of the other computers on your LAN (when this router is connected)?
(02) Have you ever been able to navigate to this web site from the computer you're referring to while this particular router is connected?
(03) Have you recently installed any other networking equipment or a software firewall on one or more of your LAN computers?
(04) Were you able to ping the LAN computers prior to the onset of this problem?
(05) Can the LAN computers ping your computer? If not, were they able to previously?
(06) Has anything occurred or any changes been made that precipitated or coincided w/ the onset of this problem?
(07) Do you have any other information regarding this issue?
(08) If you like, you can **first** backup your router's configuration and **second** reset it to factory defaults and see if the problem persists.
(09) You can readily restore the backup. This will just be a quick way to determine if the problem is w/ the router configuration (assuming you were able to navigate to the site in question when you 1st got your router.)
Please, post back here w/ answers to these questions along w/ any observations or questions you might have.

If running Vista: Try the following
Open up Control Panel, and type in user account into the search box. You'll see the link for "Turn User Account Control (UAC) on or off". Click it. Uncheck the box, and reboot your computer. You should be done with administrator prompts!
Now, Microsoft highly recommends that you do not do this. A little red X shield icon plants itself in your taskbar, telling you about the security risk. In Control Panel, go to the Security Center. On the left hand side, click the "Change the way Security Center alerts me" and choose "Don't notify me and don't display the icon (not recommended)"
Just by a wild chance the "block" isn't coming from your sisters colleges web site?

I find you have 3 firewalls now, your modem, windows and Norton. Get rid of two. Usually your modem does a better job.
Not sure if its a firewall, I would suggest to try the avast home antivirus from www.avast.com its free, I've been using it myself for years.
Give it a try and see if it installs.

Open internet explorer
Click Tools at top of page
Click Internet Options
Click the Security tab
Click the Internet icon at top left
Click Custom level
Find Display mixed content
Select Enable
Click OK to save your changes
Internet options can also be accessed through control panel
