How to boot into safe mode or VGA modeSometimes while changing video cards you can get Windows into such a bad state that it refuses to boot. If something is wrong with your display drivers Windows will often be unable to start up properly. But in order to fix the problem you need to get into Windows so you can re-install or fix your display drivers. So Windows won't run but you need to use Windows to try to fix the problem. Fortunately Windows can run in "safe mode" which allows it to boot while not using your installed display drivers. Unless Windows is severely damaged, it should be able to boot in safe mode.
To get into safe mode with Windows 98 and ME press and hold the Ctrl key immediately after you turn on your computer. In other versions of Windows you need to press the F8 key. On some computers you can press and hold F8 and on others you have to press F8 at the right time which is usually just after the initial BIOS screen (see fiddling with your BIOS) has been displayed. You can't take off Safe Mode, it's there for your protection. However, if you want to boot into Normal Mode, shut down the computer. When you hear the computer beep, start tapping F8 on your keyboard. Keep tapping it until you reach the Advanced Options menu. Once you've reached this, just select "Start Windows Normally".
Now it will boot you into Windows on Normal Mode, not Safe Mode.

if you did not put a password then try just hitting Enter or Return on the password line
Usually your user name will do or "Administrator" (note the capitals letters)
password line will be blank
if all fails then try goin into safe mode by tapping F8 key while booting up computer and selecting Administrator, then once inside the computer you can remove the password from control panel / User account section.
hmmm its seems your first F8 takes you the boot menu option of BIOS not one of the windows.
So, after selecting first option again press F8 it will bring the windows boot menu options.
You can also do one thing but it might currept your operating system, even if you want to try just start booting and as well widows goin to load press and hold your power switch till you PC goes power off. So since windows did not load properly, when you will boot it automatically brigs the boot option screen to select Normal or Safe mode.
