Do NOT use a plastic bag when flushing litter. Plastic bags will clog the plumbing. Typically, I would bring the box next to the toilet and lift the seat, so that you can simply scoop and dump it directly into the toilet to flush.
Depending on the type of litter you use and plumbing, however, you may not be able to do this. All litters are flushable when you are connected to your city's sewage. Clay and crystal litters should not be flushed if you have a septic system unless the packaging says it's septic safe.
You should tie the waste in a plastic bag and throw it away
to the toilet, it is 100 percent flushable and you shouldn't worry about it.
I use a vacuum cleaner to vacuum any hairs or dust. Then, I spritz the post with a mixture of vinegar and water, which gets rid of any funny smells. Hope this helps.
