Hello YES that was a fuse just doing its job.A new one will blow just the same.Get rid of that heater, as that is the (doomsday) fuse.

One of those small ceramic units is compact and would do the job for a truck camper. They have fans built in and are pretty quiet. They are cheap and don't take up valuable space. I would look in a BigLots or close out type store.
