The bag is vacuumed until the sealing stage, when the bag loses the vacuum.

There is a reset button at the back of the powerhead. The user manual can be downloaded from the electrolux website, although I didn't find it very useful. There was some info on how to change the powerhead drive belt.

if you want to fix this problem gently pry up the air flow control knob and look down at the plastic hose connected below the control valve. insert a small screwdriver and push off the hose from the valve. this disconnects the bag full indicator but will let the vacuum operate normally at full vacuum. you will change the bag when suction gets low. this will save you at least $100 repair bill.

Could have a problem with the motor, there also is a speed control circuit board mounted by the motor that may be starting to go bad.
SOURCE: Electrolux Epic 6500SR Full Bag sensor working, Does not Reset properly
The problem was a sticking switch that was not being reset. The vacuum on/off switch mechanism is comprised of two switches. One is the main switch that turns the vacuum on and off. The second is a shut off switch that gets tripped when the full bag sensor is engaged. This second switch is supposed to get reset when you push the on/off switch on the outside of the machine. The full bag shutoff switch was stiff and it, therefore, was taking a couple of presses of the on/off switch to move the shutoff switch back into the running position.

Greetings from GoVacuum.com,
Yes, you certainly can take off the outer bag of your Oreck and wash it in the washing machine. You DO NOT however want to put the bag through the dryer!!!!! Just hang the bag outside, and let it air dry. It is important to make sure that the bag is 100% completely dry before you use the machine again. If the bag is wet, it will cause dirt to turn to mud in the bag, and probably cause a foul odor when you use the bag.
There are 2 different types of bag systems with Oreck vacuums. The one pictured below is the older style that uses a metal clamp to hold the bag in place. The newer docking system, will be a white plastic clamp that holds the outer bag in place. They both will be removed the same way however. Simply take a screwdriver and pry off the clamp;
Once you have removed this clamp, simply pull the outer bag off. Once it has been washed, and the bag is 100% completely dry, put the outer bag back over the bag housing as far as it will go. When you put the clamp back on, it is imperative that the clamp go behind the plastic ridges, to ensure that it is tightly fastened. If the clamp is not put on correctly, this will cause the inner paper bag to fall off during vacuuming. Make sure that the clamp is in the right position when putting the bag back;
