Powers on when plugging in. Side buttons don't work. Message about buttons blocked, press clear on remote. Pressing clear does not work. No remote functions work. My Harmony 650 also will not control anything.
Most RCA sets use a
four digit code to control the v-chip. The code reset is different depending on
the model. Try each number until you find the one that works for you. 1.
Hold down the
MENU button on the remote and VOLUME DOWN button on the TV it's self at the
same time for at least 4 seconds. The set won't say so, but the lock will be
unlocked 2.
Hold down the 0
(zero) button on the remote and the VOLUME DOWN button on the TV itself at the
same time for at least 4 seconds. The set won't say so, but the lock will be
unlocked 3.
Hold down the
MENU button on the front of the TV and the TV button on the remote at the same
time for at least 4 seconds. 4- Hold down GO BACK button on the remote and MENU
button on the front of the TV at the same time for at least 4 seconds.

I'm using a Vizio GV42LF and I seem to have fixed the problem.
I just worked with the settings, and actually used the Help feature on the remote which helps you sort out the input select issues; I was surprised, but the step by step, "Is the TV on...yes or no", "Is the TV on HDMI1...yes or no", actually fixed the issue.
Now I have volume control on the TV, and can select channels on the set top box, or switch to my HTPC and stereo etc.
The remote itself I find a little cheap; compared to the Vizio remote, it's amazing how hard you have to push the buttons. The Vizio has "soft" buttons whereas the Log. is HARD to press, BUT maybe this is good if you have a little one running around like a madman.

You need to reset the remote control. Pull the battery out of the unit. To do this slide down the back cover off. Reinstall the battery after 2 minutes and it will reset the remote and you will be able to again use it.

Try keeping the handset menu button pressed for abount a minute, then check the other buttons again, this sometimes works - the set software seems to 'lock-up' causing this problem.

None of these worked for me. I believe the TV itself has a malfunction, because as soon as you plug it in, it powers up. The screen is solid blue, with A$ in a box for a bit, then it says no signal. Any button press results in the message about the buttons on the TV being blocked. Would replacing the main board fix this? I can get a new one for about $45. (I'd prefer not to, but if it is the only recourse, I'll have to.)
