This may be due to a faulty Timing Control board (TCON board). I had a similar problem with my Samsung LCD TV picture being split vertically down the middle. The image on both halves appeared fuzzy and in reverse (mirror) including the menus. I replaced the TCON board and the problem was resolved.
No it will nNo it is not. In fact some televisions are designed with this in mind. Usually this is done with smaller televisions that will be mounted. On those televisions there will be a picture flip or reverse image/invert image setting. I have spoken with bewildered seniors with upside down pictures and advised them to simply press picture flip until their image is right side up again. There are some customers that mount their televisions in bathroom mirrors or on the ceiling, under kitchen counters, and etc. who have found this to be most helpful.
Most CD/DVD drives have a small hole next to the eject button. If you take a paperclip and press it into that hole it will manually eject your disc.

Most problems with reversed or up-side down webcam images are caused by the wrong device driver. Try reinstalling the webcam driver, or find the right one.
All images in astronomical telescopes are upside down and reversed-- this is normal. There is no up or down in space. Reversing the image just adds more GLASS to the light path.

I can tell you how to solve the reversed image. With the camera running look on the side of phone where the up/down volume keys are. If you press up button you will notice image on screen change. I think the down button inverts the image? Up or down this should correct your inverted image problem.
With regards to people experiencing lines and blacked out screens this appears to be a phone fault.
You will need to go into the display adapter from the control panel and select rotate display. Some monitors have are configurable for ceiling mounting for class rooms and other public viewing.
