We have a very small dining room space, but would still like to put a dining room table and chair set there. Can anyone suggest the best way to furnish a small space like this?

The best dining room table shape for a room with limited space is a round table. You should look into finding one with an extension leaf if you have enough space to open it. Try looking for a table where you can fit more people around it by purchasing one with a pedestal base. This leaves more room for your guests legs without the legs of the table getting in the way.

We just bought a new dining room table and chair set. I am really worried that the chairs are going to scratch our hardwood flooring. Where can I buy some protection for the bottom of the chairs?

Is it ok to use my REIDAR stackable dining room chairs from Ikea outside during the summer around out patio table?

Yes. These chairs are made from aluminum and are therefore permitted to be used outdoors.
