check the mouse settings in the control panel, and be sure it's set to 4-5 lines, and not whole screen.

Cursor constantly scrolling on compaq notebook

Step 1:
The touchpad of Hewlett Packard Compaq notebook computers comes equipped with vertical and horizontal scroll capabilities. Dragging your finger on the top or side of the touchpad will scroll in windows equipped with scrollbars. This feature takes some getting used to if you're used to a regular mouse or a wheel equipped mouse. If you prefer to not have vertical and horizontal scrolling performed from the touchpad, one or both features can be disabled.

Double-click the red Synaptics icon on your task bar. If it's not displaying, open the Control Panel and click on "Mouse" in Windows XP. In Windows Vista/7, type "Mouse" in the search field of the "Start" menu and click on the Mouse result. Click on the "Device Settings" tab and then click on the "Settings" button. The Properties for Synaptics TouchPad dialog box will appear. Click on "Virtual Scrolling" in the "Select an Item" box on the left. Clear one or both scrolling features in the "Virtual Scrolling" section. Click "Apply," and then "OK."

Go to control panel -> Mouse -> "Device Settings" tab (has the synaptics logo to the left of it) -> Select your touchpad -> "Settings" -> expand "Scrolling" -> "One-finger Scrolling" -> uncheck "Enable Vertical Scrolling" and also uncheck "Enable horizontal scrolling"

If you don't have "Device settings" in the mouse setting window, then you need to install the drivers from http://www.synaptics.com/support/drivers

Scroll ring intermittent / non functioal

I have a similar symptom, that is, apparent loss of scroll ring functionality as homercles1 noted, but in fact the scroll ring functionality gets toggled between horizontal scrolling and vertical scrolling as Rithas has noted. A window that is not wide enough to require horizontal scrolling will give the appearance of loss of scroll ring functionality when the scroll ring is in horizontal scroll mode. Likewise, a window that is not tall enough to require vertical scrolling will give the appearance of loss of scroll ring functionality when the scroll ring is in vertical scroll mode.
Solution that worked for me:
My upper right-hand button is defined as "Allow Horizontal Scroll" and by clicking this button, the scroll ring function toggles between horizontal and vertical scrolling. In fact, what can appear to be a nonfunctional scroll ring in some windows is very useful when moving around in large windows.
Hope this comment will be useful to you.
