Open Personalization by clicking the Start button, clicking Control Panel, clicking Appearance and Personalization, and then clicking Personalization. Click Window Color and Appearance. Note If you see the Appearance Settings dialog box instead of the Window Color and Appearance window, the theme might not be set to Windows Vista, the color scheme might not be set to Windows Aero, or the computer might not meet the minimum hardware requirements for running Windows Aero. For more information, see Troubleshoot problems with Windows Aero. hope this helps

Most likely, since there is no power or boot indication at all, it may be a motherboard failure.

SOURCE: how do i get rid of several vertical lines down
There is only one way to get rid of vertical lines on your desktop, that is to reseat the video card if the card is separate with the motherboard. Otherwise, you need to call a technician to check your laptop for repair. To check if the video card is separate, turn off the laptop, remove the cables and battery, press and hold power button for 8 secs, remove the screws inside your pc, remove the hard drive, remove the optical drive, remove the fans & heat sink, remove the power supply. Then check if the video card is embedded on the motherboard or not.

This could mean two things: a problem with the cmos battery or the motherboard itself. Try to remove the cmos battery first and install. If not, then replace the cmos battery.
