How to check who is on your router

The most common problem for your case is that the settings at the Netgear router block the web site you are trying to visit. Go at the router's settings page, locate the firewall settings and temporary disable the firewall. Check the results. Here is how to reset the router log into it and set things up the way that you want. If the router is this type then follow these instructions.

Press and hold the reset button on the back of the router for about 10-15 seconds. What this does is it reset the router to default. After that LOG IN TO the router using 192.168.0.0. This is a default ip address. After you have gotten to the log in screen it will ask for a username and password. This information should be located on the bottom of the router. It should be something like USERNAME: administrator and PASSWORD: password.
Again these are common default password ans usernames for a lot of devices out there. Once you are logged in to the router inside there you are able to edit change and remove any and all bocks that your brother has enabled.

Again I stress that your brother knows what you are doing since he is the one paying for the internet.

Check the setting of your router, sometimes it is set to block some websites, but you can disable website blocking, use your router manual on how to open the SETUP of your router.

if the router was the problem, then no site would be accessible from either of the problem pc's.

unless the webkinz site is being blocked because it contains active scripts. check the configuration page for the router (usually 192.168.1.1) and switch off any active firewall / security applications running on the router.
