Hello, The real problem is on your TV 'scircuit. Due to high electric power supply there might be a short circuit damage. It's better you call up your service technician and ask him to offer you a onsite support.
the ticking comes from overcurrent circuit protection there are several areas inside the tv that could be causing this. The most common are the horizontal drive and output circuit and the power supply. If you call your area service tech he can give you a good idea on what the repair costs will run.
The PS50700 uses the 195 series chassis. The most common cause of the set not starting up is a shorted flyback (high voltage) transformer. Sometimes a shorted flyback will also cause the horizontal output transistor to short too. These parts need to be tested and/or replaced by a tech familiar with the RCA 195 chassis.
